2.7 download, and 0.5 upload, so, similar to you.
No cable or fibre optics available, so that's the best I can get. My speed is perfectly Ok for normal use. The trouble is with "contention". (The number of users on at one time.) The exchange serves two villages and a huge rural area. After 6pm, or at weekends, everybody piles on, and that's when it all slows down.
I only get 2.4 and the same upload as you, I can only begin to imagine what speeds like 60Mb are like. Actually we are quite happy about it because until a year or so ago we got 0.4 which meant youtube or any streaming stuff was unwatchable.
I get something similar, about 2.4 if I'm lucky. What annoys me is when I go to watch a movie on Amazon Prime, I select HD, the speed is then checked so that the film can be streamed at a suitable speed so as not to buffer, the movie is then played in SD, but I'm still charged the HD rental price, conning gits!
