Concrete bollard s with pebble dash similar to these - they look rock solid stiff -yet i see many broken ones - how the hell do these end up getting broken? as they look virtually indestructable?

Wrong mix of ingredients. Too wet or too dry. Possibly affected by frost when the concrete was setting. Impact damage, repeated over time.
Possibly affected by dog wee.

No doubt quite a few of them get hit by heavy vehicles too.
These really need to be updated. Modern traffic control systems/ bollards use modern construction methods and materials, eg. http://www.apsaegis.co.uk/product-category/bollards/
