Trying to find a spy book from a new author from the late 90s

Does anyone know the author and/or title of a novel that came out right at the end of the 20th century which revolved around weapons of mass destruction being produced in a mountain in Libya, and the small UK "Special Operations Executive" attempts to sabotage it. Some of Violette Szabo's story and poem is mentioned in it.

I'm fairly sure that the book started with a terrorist random mortar attack in Paris.

Bizarre. Just as I finished typing it - on booksleuth - I thought I might know the author's name - James H Jackson. I put it into Google, up popped his bibliography, and sure enough it was the first book in there - "Dead Headers"

Thanks for the replies so far, folks - it's not Frederick Forsyth - I'm pretty sure the author was a new one a decade or so ago, but not knowing his name - I can't see if he's done any further work. I think his name ended "son" - Jackson, Harrison etc.
