Do small weeds have to be pulled or can they just be hoed in?

that depends on what the weed is. Weeds growing from seed can be hoed off. weeds growing from pieces of root must be removed, no matter how small.
I prefer to hoe weeds when the weather is hot and sunny, small annual seedlings, left on the surface will soon wither and die.

Larger perennial weeds are best up-rooted and removed.

Hoeing is also beneficial in the winter, this can interupt seeds that are dormant and ready to germinate.
The problem with hoeing in winter chipchopper is that the ground is usually wet. Any weeds hoed off often root back in and seeds that are dormant won't be interrupted by hoeing.
If you want to go a step further then try Flazasil or Paradise.This is used in the agri industry for long term clearance.I'ts a residual herbicide and most weeds wont return for 6 months.....but it aint cheap
