Where is the question box?

I keep changing from being able to post and unable to post, when unable I dont get a question box, when able, it all appears as if by magic!

click on the topic heading and there should be a "question box"

As albaqwerty says, click on a Topic, then an ''Ask A Question'' appears with a window below saying Title. As you type your Title the Question Box will also appear.

Once you click on QuestionBox the other Box for adding details appears underneath

it's not working for me.. no space to write the actual question.

try logging out and in again, I seem to get the question box then, but only until I post something! (it will go again when I submit this)
