Why did western Christians decide to keep Christmas on 25 December?

Because of the introduction of the Gregorian Calendar. The Julian Calendar was used widely and 25th December on their calendar is 7th January on the new Gregorian Calendar. As people were used to 25th December it was decided that the secular date of the holiday would be kept on 25th December
