Is there a type of bank account where one can put a lump some in and withdraw monies when needed without having to open up dd's?

Yes, any current account. The requirements for DDs is linked to the bonus offers the banks offer when you open a new account. If you don't set up the DDs you don't get the bonus.

Might be worth looking at savings accounts that allow withdrawals if you only intend taking out cash a few times a year

Go for one of the smaller banks or building societies. Kent Reliance does an "Easy Access" savings account which pays 2.47%:

Chase is the answer, good interest on savings and you can charge a debit card from it or from anywhere.
