A person was pushing a person in a wheelchair in the road and started smoking. There’s pavement on both sides.

Maybe old smokie was concerned about getting grief from pedestrians hell-bent on regulating everybody elses behaviour and took their chance with the traffic, little realising that busy bodies had that covered too.
Pavements are very uneven so easier in the road.
I have a rollator or crutches and a lot of pavements are difficult to walk on.
Negotiating kerbs at adjoining roads isn't easy either - or comfortable for the occupant.

Did the pusher push the wheelchair back onto the pavement after they lit up?
There was probably a car parked over the dropped curb. I completely agree with naomi, anyone who has pushed someone in a wheelchair will know why thy were using the road. Its still legal to smoke outside so keep your outrage to yourself I future!!
The pusher felt he had to go on the road because he was smoking.
Perhaps the DVLA have brought out another new rule?
No smoking whilst pushing a wheelchair on the road.
I just hope they weren't on their mobile phone as well!
A bit late but, did anybody check that the brake had been released?
