In my opinion, it's most likely that it's the element itself that's failed. A new immersion heater only costs around thirty quid (from Wickes, et al). They're fairly easy to replace without the need to call in a plumber. You simply need a specialist spanner (£3.50 from Wickes), an electrical screwdriver and a bit of patience. Assuming that you're confident with electrical wiring, the only risk is that of cracking the top of the cylinder when you tighten the new heater into place. If you manage to do that, you'll soon know about it because you'll quickly have water all over the place! (Written from personal experience!).
