Assuming that this refers to Bourne in Lincolnshire, have you tried the local newspaper records via Lincolnshire's library service, Alternatively, put your question in a letter to be published in the local paper which is The Bourne Local - contact http://www.bournelocal.co.uk/contact-us

I hope you find the answer - do please post it here when you find it.
Do you have any other info?

Just thinking 'out loud' but the F.C Bourne could be the person the medal was given to?
A.A could be Amateur Athletics?
W could be Womens?

I will keep thinking and looking :-)
His Majesty's Office of Works Athletics Association, maybe?
HMOW became the Ministry of Works in 1940 apparently....

Thank you all for your ideas, I will try all the ideas you have given me and will let you know if I find anything out. I never even thought about Athletic Clubs, and I just assumed the name F.C. BOURNE was the recipient, got lots of ideas to work on. Once again thank you
