and also Was Wondering Y they Use the Phrase "forgetful Jone"

Although I certainly agree with Q's accurate historical explanation, I'd add that the phonetic alphabet underwent a revision a number of years ago and now "R" is Romeo rather than the familiar "Roger". The response of "Roger" has been so ingrained over the years that it has not changed, however...
