Well yes obviously that's the idea but it seems unlikely in practice to save you. If you were being kidnapped for a random I doubt if the kidnappets would be put off by a few extra pounds(!)
Of course if it were a random kidnapping then I guess they'd go for the smallest person there and then we're on dodgy ground again ...

I've got no personal grounds for being offended, but yes, jokes about kidnapped children aren't in great taste, especially in a small town where it's actually happened.
It's not about kidnapped children. These signs are outside many many cafes.
fair enough, it doesn't mention children. I can't say I've seen any such signs, though. We get more sophisticated stuff down south

Back to the topic- do I find that sign in that cafe in the OP insensitive, yes I do.
