I would go further and add that Carnival (or rather news reports of Carnival) provides a critical social function.

The sad fact is that people with agendas to push cannot rely on news of Doreen Lawrence, Lenny Henry and the MOBO Awards for the entire year.

August Bank Holiday gives these (ahem) 'commentators' time to perfect their agenda-pushing abilities prior to the busy autumn season.
