They'll have more value than the DM's that's for sure.
Remember going to a newsagents for a paper and to get a free toy. No toys left but, surprise surprise, the newsagent had plenty to give away to his friends' kids!!
The man is being selfish that's why there's none left for genuine readers, we get Daily Mail every day and the toy is a bonus for grandkids our local newsagent doesn't have the toy so we have to travel a little further to Easons the local shop should have them, I know you can bring the voucher but they don't always have the toy.
Maybe he has a lot of kids???
