Who is at fault

My wife who is nearly 60 tripped over a dogs lead outside a shop ---- who is to blame the shop or the dog owner...
About 5 foot from the main entrance to a supermarket there are 5 or 6 bollards about 5 foot apart..as we entered the shop my wife didn't notice the lead (which was thin nylon line) had stretched across the gap between 2 of the bollards and had become effectively a trip wire, she tripped over it and landed quite heavily on her knees and had a nasty line which was starting to bruise and swell on each ankle , and she was badly shaken .
I enquired in the shop as to who owned it and was met with nothing but abuse from the guy who owned it, not once did he apologise or ask how my wife was.The shop manager was a bit more caring and insisted on an accident report being filled in and offered to call an ambulance , which we declined . My wife did get a quick check up in a local medical centre.

And no , we are not looking to put in a claim and are just thankful it wasn't more serious , but are just wondering who is at fault.....the guy who left the lead in a dangerous position......the shop who should ensure their entrance is clear ...or my wife - but to be fair to her, the lead was really thin and quite hard to see.

I should add that the bollards are on the shops premises --- outside the doors and just before their car-park.

tbh i don't think anyone is really to blame - it was an accident.
However if i had to pick one i would say dog man

Some shops provide dog-lead hooks - this sounds (without seeing the site) as if the dog-owner had just hooked his dog round a convenient bollard not intended for dogs, in which case it may be his fault - but it's a hard call IMO.
