I would use 3:1 mix of sand to cement.
The issue is what sort of sand? Building sand (soft) is easier to work with but sharp sand (the type used in concrete mixes) is far more weather-resistant. I think some people mix the two sands and it will be interesting to see what TB has to say on the matter.
Either way, weather-resistance is the most important attribute - not colour. You don't want to be mucking about on the ridge more often than necessary.
You can change the colour using powder dye mix (though I have found the dark colours wear out after a while.
Since the cost of this mortar is chicken-feed compared to the labour and aggro of doing the job, I wouldn't entertain readimix from the DIY sheds - you've absolutely no idea what quality of material has gone into it. Buy in bags from a Builders Merchant.
