Small Front Garden Needing Renovation

we have just cleared a small front garden and we plan to put down membrane and gravel with some interesting feature shrubs. It is 4m x 3m in size. it is acid soil, well drained. Can anyone recommend shrubs or small trees to give us year round colour and differing heights, without anything too tall or bushy.

Dwarf rhododendrons might be a starter.
azaleas.
heathers.
One or two of the smaller varieties of Acer (but they are deciduous.)
pieris
Lavender - likes well drained
Dwarf Conifers
Heathers
Camelia
Phormium
Hebe's
Sage, Rosemary, Box, Myrtle - all small
Just done a raised sleeper bed to cover up some awful hardcore and gravel and the ferns won't get any bigger than in the pic (they are transplanted 7 years olds - they will give colour all year, then cut them right back at the end of march for new fresh green growth each year):

Possibly under-planted with Bear berry (Arctostaphylos uva ursi)
