Perhaps it's the weight of the bag?

One old pound = 14 ounces which = 2.2 kilos.

The answer may or may not be right but the figures certainly aren't.

16 ounces make a pound, which is less than half a kilogram. 0.454k to be precise.

Where did you hear the expression 'pound bag'. There are lots of different answers.
