Probably not. Pictures in dreams would come from the memory. If someone had been blind since birth they'd have no memory of any sort of images.

Being Deaf and Dumb is bad enough but I think being Blind is the biggest handicap of all. Never being able to see your Family and Friends let alone the wide World beyond. I have no idea what kind of a world they live in zzxxee, hopefully I will never know.

The brain would need visual stimulus in order to develop the cortical regions that process vision. So the optical cortex in people blind from birth would never know how to function.So the answer to your question zzxxee is no.

I think initially it would be quite overpowering getting your sight back.
