How to revive a wilting Bay Leaf Tree

I have a 6 foot Bay Leaf Tree in a 24 inch clay pot. It has not grown/leafed well in the last couple of years. I have added shrub fertiliser to no avail. Would appreciate any advise on how to leaf it...
