How to revive a wilting Bay Leaf Tree

I have a 6 foot Bay Leaf Tree in a 24 inch clay pot. It has not grown/leafed well in the last couple of years. I have added shrub fertiliser to no avail.
Would appreciate any advise on how to leaf it up a bit!

Hi vscarlett, You seem to be doing all the right things to keep it happy, with the feeding and I assume watering when it becomes dry, but i wonder if it's the position that it's not happy with, it can grow in sun or shade but sun is best but the most important requirements is for it to be sheltered from cold winds and frost!, so if you can find a more sheltered spot for the pot, maybe that will do the trick!
