my niebour as conifers in is garden and they are over boundry fence and are tall who is responsible for cutting them and can i make her cut my side of the fence as the trees are in her garden

I have an abundance of green tomatoes on my greenhouse plants. I noticed this morning that 4 toms had fallen off. Anyone know why this should happen,the soil is never allowed to dry out.
