is it true if you fail to report an accident to your insurer within 24 hours they can fine you for not doing so ?

They haven't got the authority to fine. They could put the premium up though. It'll be in the small print.
I doubt that's a standard clause. My insurers say "report immediately after the incident", but if you ended up in hospital then you'd have other things to do first. They don't mention a fine.
If "we'll fine you" is in the small print....they'll fine you (that'll be a particularly harsh condition). However, I think that you will not find it in most insurers' terms and conditions.
....or, to please ummmm, they'll "levy a charge"!
