It doesn't make much sense to me. Surely some drivers will be tempted to have a quick drink with their passengers.
I have no idea, why would it be?
I don't see that is really any different to any pub on a road.

Eccles, On a road you can get stopped by the police / Public, on a motoway, to a point you can not.
If you go to either end of nearly any motorway you will find pubs and clubs, I don't really see a problem to be honest, some will drink and drive regardless.
So drivers driving erratically are less likely to get pulled over on a motorway?

TWR you can be stopped on a motorway just as easily as on any other road, you can bet that the CCTV will be looking at who is coming out of the bar and which car they get into. I would take a heavy bet that the police will spend time sitting in the car park watching who is coming out of the bar and getting into the driving seat as well. In any case you only need to drive a few yards off most motorway exits to find a pub.
On the same lines there is a 24 hour petrol station near me that has a big sign '24 Hour Off Licence'
I'm not sure about this one.

As the manager said on 'Breakfast' if someone wants alcohol its available in the M&S store in the same place - within a few feet.

And what if its a passenger who wants the drink and the driver acts responsibly??
People can find alcohol anywhere easily enough, but why put it under their noses while their driving? Buying a bottle of wine at M and S for when you get home is vastly different to sitting in a pub and being tempted by a quick half while your passengers are drinking.
No possible good can come from it, except to Wetherspoons' profits.
Wetherspoons also do cheap and cheerful food. I doubt they are trying to tempt the customers to have a few sneaky drinks.
If people want to drink then they will regardless of Wetherspoons or not, it's down to personal responsibility. I don't see the problem.
I regularly drive through France and Spain and stop for fuel and refreshment break on motorways. Although alcohol is available few travellers seem to be drinking it. The M40 service station at Beaconsfield has overnight accommodation and now people will be able to have a drink before going to bed rather than driving to one of the local pubs. Seems to be a sensible and safer option.
We have a Wetherspoons in our town, at least 50% of the customers are not drinking alcohol , they are there for the cheap food (£2.99 for ham, egg and chips for example) They do 'bottomless' filter coffee, you pay £1.75 for the 1st cup and then can refill it as often as you like free, one of the main reasons for this to provide a safe drink for drivers.
Also the police and the licensing justices gave this case special consideration, it was I believe rejected twice, so who are we to judge? They are satisfied it is going to be OK.
Why drinking alcohol is so much of a priority, and important to some that they'd choose to risk their lives and others by drinking and driving. To me, it's just an uncontrollable vice for some.
Not totally against it, but cant see why it should be needed after all this time apart from the opportunity to make more money. Why were they given permission?
