He was (very clearly) being sarcastic, it has been taken out of context in the article.
Would he be able to say this in the UK?

Define 'allowed'.

Twitter is ungoverned, so you can say what you want. Then if its judged to be illegal or defamatory, you could face charges or be sued under the libel laws.

Just ask Silly Bercow (not a typo).
That would be a racist hate crime in the UK , he would be arrested within hours and locked up for his own safety.
He would NEVER appear on tv agin either , not even after his sentence ended.
we'd simply kick him out like we successfully do with all people who preach race hate.
Or he'd get a three year contract as a columnist in the Daily Ma...

...no...must...not...say...it...
I am not a user of any of these new social media thingys but I can't see that it would be any different if he were to say this on TV or the radio. I'm sure that our media outlets wouldn't let him say anything like this, as the law would come down on them like a ton of bricks. Incitement to hatred is against the law in any civilised country.

There are lots of ignorant, stupid people in the world but they don't have any right to a voice if they abuse the laws of decency.
