How good are they at looking for perm roles as opposed to temp roles?

Pretty good I think. We've recruited all our senior Finance staff from specialist agencies. My daughter worked for a team at Reed that only placed permanent staff and she got that job herself by registering with another agency. You need to find the right ones though.

I want to move out of the current city i am in for perm' work. If I send my CV off to recruitment agencies in the city I want to work in, would I need to go down to register with them while being in the current city I am in ?

It depends on your agency, With some of them who have branches in other towns/cities, they will pass them on for you. If you look at the agency websites, you'll see the jobs they are advertising - there are (for example) thousands on the Reed website http://www.reed.co.uk/jobs/permanent
