When I had a large conifer felled, the contractors then used a stump grinder to 'chew' up the roots.
Your local garden centre should have something you pour onto the stump which will kill the roots.
The roots will not re-grow anyway.
lots of stuff around but you are too late for some of them.

this is the stuff you want, its about the only thing that will kill japanese knotweed and bamboo.

Dave.
Read what Ratter says - conifers will not re-grow from a stump.
Trouble is you can't replant anything unless the stump and roots are removed.
Removing the root or stump is a different thing, the op asked how to kill it off completely.
The best way to get rid of a stump and roots is to call in a tree surgeon with a stump grinder, this will take them from ten minutes to a few hours depending on the size of the stump, I have ground out hundreds of roots and stumps with a stump grinder.
husband is gardener! root won't grow but is probably holding the earth together nicely!

he would even off and leave alone!
Cathfromsaron, that is exactly what I have done in my wild garden, I took down about 5o small trees, I just cut them down just below ground level and grassed over them. No problem.

But it rather depends on what the OP wants to do with this piece of land now the tree has gone.
Put the sign of the cross on the tree stump and pour in root killing liquid. This is the way tree surgeons operate.
Ratter - you must have a HUGE garden!"
