To make a folder on your desktop - go to any point on desktop and right click - click on new - select folder - type name of folder, press enter. Then 'click n drag' folder to position you want it in.
You can create a folder on your desktop by right clicking on it and choosing NEW/FOLDER.

E-mail folders and Desktop folders are different. The former is a section of the e-mail data file, and it is just your e-mail client software that makes it look like a folder to you. The Desktop folder is a directory that has been created on your C: drive (most likely) and in which you can create further directories (or folders) in, in turn.

I suspect it isn't so easy to just move all from one into another, but there are some experts here who may be able to give further advice.
If you've just downloaded a program, go into Windows Explorer, find the relative .EXE file for the Program and Right click on it. Now select "SEND TO" and then select "DESK TOP (create a short cut)".
I run Incredimal this is the way I did it.
First I made a folder on the desktop Then opened my e-mails
Highlighted the e-mail I wanted to save
at the top of the page left hand corner click on file
Them save as. A window will drop down click on desktop
Looked for the new folder I made and click save
Got it
By the way IF you don't run Incredimail its worth looking at and its free
