I have a problem of the seat belt tensioner light flashing at times. I rang a Mazda dealer (some distance away) and was told a diagnostic check would pin point the cause. My question is do i have to take my car to only a Mazda dealer for this check? or do other garages have that facility.

Any decent garage will check the car for you.
It will cost you about £40 at a garage. You can get a reader off ebay for about £25 that will diagnose the fault with a code and readout of the fault. You can then be pre informed before approaching a repair place!
Just a thought. Before going anywhere just check the underseat wiring and connections. A quick fiddle my well sort this issue for you.
