Some councils are holding local elections on 5th May and this will include the vote on AV. If a council isn't having elections for the council, are they still having the vote on AV?

Yes. We don't need an election for our ward, only 2 councillors are nominated so they go through automatically, but we still need to tip up for the AV vote.
Kathyan, I've had a postal vote. One ballot paper for the local District Council; and a second paper to vote Yes or No to AV. So, yes, there should still be a vote for or against AV.
