Understandable with cases like this:

Is there any reason why they can't make drinks glasses out of that stuff they make car windscreens out of, ie they shatter into very small pieces? Is it merely a cost issue? I hate those naffing plastic glasses and as usual the majority have to suffer for the few nutters.

Seems like they can!
Many many years ago in my misspent youth – I used to drink Newcastle Brown (out of the bottle, as you do).

In the run up to a Christmas (in my regular), I was supplied with a pint glass (along with the bottle). It was explained to me that the purpose of this was to reduce the possibility of patrons ‘bottling’ one another (even though I was a regular – it was that type of pub).

I pointed out to the landlady, who had supplied me with the glass – that as a result of this policy, I now had a bottle and a glass to attack some with – rather than just a bottle.
The shattering glasses have been used for years...
Why do you think they make Pyrex ware out of shattering glass?

So vicious women do not harm their husbands too much, when he arrives home late.
My pyrex dish used to bouce off the wall if it missed him......

we used to have arcoroc "safe" glasses at school...the ones that shatter into small squares like windscreen glass. As the got old and scratched, they would become unstable until on day the glass would just shatter...very exciting if you are holding it!!
