DVB-T Capture on PC - recommendations?

Hi,
I currently have an analogue pci tv card which I am wanting to upgrade to a dvb-t card. The analogue card i have gets noticeably worse picture than a standard tv on the same aerial connection. So I would want a card that gave a decent picture.
I would however like the card to be able to do a decent job of capturing video clips. (both from the tv and from a vhs player). as i will be converting my vhs tapes to dvd.
Can anyone recommend a good tv card for this? I do not have a huge amount to spend on this (�30 -�50), so will probably be looking on ebay for the model.
I hear lifeview are quite good. Can anyone confirm?
