Trying to remember an alien invasion story on tv. Please help.

HI I am looking for a story I remember from some time back, maybe the 80s, not sure if it was from the twilight zone or similar type program.

It is set with a President in an underground bunker, and aliens are broadcasting that they are going to attack the earth, the president has to decide what to do about it.
He also corresponds with his wife who has to help him make a decision?.

I remember I think a spaceship going in some water, and also the aliens spoke with a bubbly sound this was because they were from that water, I think I got that right?, and that is why the president could not interpret what they were warning.


The alien that is on the tv, I remember was quite life like for the days this was made.

Hope someone can help, been looking everywhere for this one.
