Can an employer legally refuse to give holiday pay to a full time employee.

How can it be enforced, if they dont pay?

It depends whats stated in your contract really. If your contract states you are entitled to it and your not getting it then tell your emmployer that your be going to the union about it. That normally does the trick.
The boss may argue that the leave was not applied for an approved before it was taken. You should find this procedure set out in your contract.
