Can anyone tell me if there is a specific time of night when DIY noise must stop?

Thanks Andy. 
The responsibility for investigating noise nuisance, and taking action if necessary lies with the environmental health department of your local council.  They could give advice on the law in general and policy in your particular area.  They may be able to quote a specific time, either from their own policy or from cases that have been decided by a court.  You can ask them for information without committing yourself to making a complaint.

Thank you very much, both Andy and Grunty.  I will follow each of your advice.

i work in local government, and there is no legislation controlling the time when people must stop making noise for whatever reason. if you contact your council, they will just ask you to fill out some logsheets when the noise is occurring to see if it is frequent enough to serve a Noise Abatement Order. If they think it is happening enough, they may install noise monitoring equipment in your property to use in court if needs be. I'd have a word with your local Environmental Protection department to see what their procedure is, but I've a feeling it is the same for all councils.
