You will probably need to see a cosmetic surgeon, if conventional methods haven't helped.
IT probably isn't a blood blister if it came back- it sounds like one of those rosea (?) red birth marks that babies often have- albeit a small one. See a Doc or beautician.
I've got something similar - I caused bleeding by towelling my hair too roughly, and it healed into a blood blister.

I saw the doc in case it was something more sinister, and he said not to worry. He said the nurse could freeze it off, but I declined.

I am thinking of going back now and getting it done.
Even if it's just an annoying cosmetic detail, most decent doctors will be sympathetic. After all, if it affects your self-esteem then it could affect your overall health.

The doctor will probably send you to a specialist to get it looked at and/or treated, or it may be treatable at the surgery.
If you go to the doctor and they say they can freeze it off, i had one frozen off my top lip years ago it was painless and it never came back.
