Noisy neighbours

Our neighbours are having a new bathroom suite fitted. For the last month! Every day someone or other is hammering away, sometimes from before 7am until gone midnight. The downstairs loo is next to our living room and we can hear it flush both there and in our bedroom. Its being used over 10 times per day (and last night it flushed twice at gone 2am). We are desperately in need of some sleep! Is there anything we can do? We've already (politely) requested they keep the noise down a bit but have been totally ignored. I was wondering if we had any sort of legal redress - any advice would be very much appreciated.

contact your council's environmental health dept. they will advice you what to do but surely the bathroom should be finished now!
