What is the name of the male announcer with the deep voice and extremely odd afro-american accent that is so out-of-place on Radio 4

Neil Nunes (pronounced 'Nuness') works for both Radio 4 and BBC World Service.

I've not felt so envious about such mellifluous tones on BBC radio since the passing of Jack May (Nelson Gabriel in 'The Archers').

I agree - he has a fantastic voice. I imagine him to look a little like Sir Willard White. I will have a look to see what he is like
Opinions are sharply divided about Mr Nunes - he seems to have a 'Marmite' affect on people.

Personally, I find his voice off-putting - as i do the female continuity announcer on Channel 4 - I do like Carribean voices, they just seem out of place in 'Oxford English' environments - which i am sure is the idea.
Personally I think the BBC should use far more regional accents - I look forward to hearing a woman with a yorkshire accent doing the links - hell I might even apply for the post myself
i like regional accents on tv or radio provided there not purposely over emphasized i.e. the north east fella (could be newcastle) on big brother
