getting rid of damp marks

My son has just moved into an older terraced house. There are some damp marks on one of the walls from condensation. I have heard that you need a sealant on top of these marks as the marks will show through any paint that you apply. Is this correct. The house has had a new damp proof course, and the plaster on the walls seems to be sound.

Paint over the affected areas with oil-based undercoat or stainblock (undercoat's cheaper), leave it overnight to dry. Then emulsion as normal.
