NB this was, I am sure, a faux pas: I don't for a second believe that this was a deliberate attempt by Shapps to erase history a la USSR. But whoever provided him that photo done messed up...

some care has gone into that photoshopping - they've had to reconstitute the circular decal, possibly from another photo taken at the same time when Boris had moved elsewhere. It couldn't be done by using this photo alone.

you take care over the difficult bits then forget the simple bits, it's the way of the world. But my point was more that it was done by someone with access to more than one photo, and that suggests preparation rather than a spur-of-the-moment joke.
