West yorkshire police wants to arrest my friend but he lives in humberside area. So what will happen next does humberside make the arrest and take him to west yorkshire or does humberside take the case on.

It depends how they (West Yorks) feel and what resources (in both areas) are available. West Yorks may send someone to Humberside to arrest him or they may ask Humberside if they can do it after which West Yorks will travel to collect him. It doesn't really matter to your friend.
