've never been able to solve this problem.

I window clean my house windows every spring and summer. Some frames have seals of rubber around them that leach black from the rubber when it's wetted. My window is terrible for this and removing it from the white part is a nightmare.

Is there a stabiliser or sealant for the rubber seals? Can I paint a lawyer or varnish the rubber?

It sounds like the seals are perishing and the best solution would be to replace them like with like. Provided you can still source the seal material and the windows are accessible then it is something that can be done piecemeal on a DIY basis. I suspect that if you painted him/her then you would be taken to court by the lawyer.
Your windows must be a few years old, Nisar. They tend not to use them these days. I agree that the only option is to replace them with modern glazing gaskets.

I suppose... at a push, you could cut out as much of the seal as possible with a Stanley knife, then finish with a bead of white silicone. It's not going to be easy though.

I will clean the pvc and then been thinking of using water and PVA mixture to seal the rubber from leaching the black stuff.
I doubt if anything water-based will do it, Nisar. You'd be better off using a spirit-based sealer... maybe an exterior varnish.

Builder what about PVA glue on its own?
