Well water will always beat fire. Earth can beat wind if there's enough of it. And light and time are nothing to do with eachother.

But really it's about quantity. I.e. water can beat fire if there's enough water. But if there's not enough, the fire could evaporate the water.

Without time there is no speed, that's for sure. Don't know if the reverse is true though.
