Road Fund Licence Increase

Somebody told me today that the lower rates of Road Tax will only apply to new vehicles from next year and existing vehicles on the low rate will rise to the full rate.
I have never seen or heard about this. Has anyone else?

Yes, this seems to suggest it is new cars only, but who knows what future chancellors will do to existing cars.
