Duty Of Care To Apprentices Re Safeguarding

my relative is involved in the safety and wellbeing of apprentices in engineering.
while they re 16 and 17 therer is a safeguarding policy in place re things like grooming.
when they are 18, does this policy have to continue - are they considered vulnerable still? or just like normal employee (who have to avoid being groomed without the aid of a policy!)

so what defines a young adult? the apprentices who are 18 are adults IMHO, not "young adults". Does the mere fact they are aprentices mean they can still be classed as vulnerable
You're only classed as an adult over 18 therefore to my mind, a young adult would be 18/19.
