Government made clouds - manipulating weather to interfere with radar signals.

I came across some video's on 'chemtrails' (searchable on youtube) which initially I laughed at, very funny. Further research let me here and there until I find I'm also going to be looking up at the sky and wondering. Has anybody heard of this before? And what's it about really?
