JET STREAM

We are being told the reason for the wet weather at the moment is because the jet stream is positioned too far south. But can anyone tell me WHY this is so?

I`m not an expert but I think it`s to do with where there are areas of high pressure that cause it to be "stuck". It doesn`t flow as it should because it`s pushed by the pressure.
