What's a foreign worker? if i worked for delta airlines as a US citizen, but had to lay over in sweden, am i considered to be a foreign worker when i lay over in sweden?

it usually implies someone who is regularly living and working in a country of which they are not a citizen. The Swedes may have a different definition, of course, but I would imagine they wouldn't see you as a 'worker' if you're just on a layover any more than if you were there as a tourist.
