Yes, you can alter which region your computer will play a certain number of times, I can't rememer how many times.
Your computer DVD player will allows you to change 5 times. Then you'll stuck in whatever region you last played a DVD on. Didn't know this until my laptop go stuck in R3.
The previous posters are correct however you can get hundreds of peices of software that will allow you to play discs from any region.
