Try clearing Safari, Settings>Safari>Clear history and website data.
You should also close any extra tabs you have open. You should have an 'x' on the left of the open tab (unless you only have one tab open), tap that to close the tab.
Do as jomlett says + hold the home screen and the power button for 10 seconds until the iPad does a reboot.
Hold the home screen BUTTON and the power button...
Also, have you done the latest software update (9.0.3 I believe).
9.0.2 Zacs.

I updated last week but it still wants to update again. What do I do to find out whether it did update?
In desperation I agreed to update again during 3.00 - 6.00 this morning but it is still trying to update again this morning.
iOS 9.0.2 is the latest from last Wednesday (30th) but as you're taking hours to update, you may have a very slow wifi signal. I tried to update a relative's iPad last week and discovered her iPad was not using her primary wifi BT HomeHub signal but was running on BT's WiFi-with-Fon, which is much slower.
In settings>General>About it will tell you what iOS software version you have installed. The latest is 9.0.2.
If there is system software to install, a red dot will show on the App Store app.

I'm on 9.01, it didn't update overnight, I'll try again tonight.
